What does Claudius speech at the beginning of scene 3. (Lines 1-11) reveal about the difficult situation he is in?

Claudius is in a difficult situation because Hamlet cannot be treated as just any citizen who has committed a crime. The people absolutely love him, and would never blame him for anything that he did. He knows that he has to send Hamlet away but it needs to seem like it was well thought out and something Hamlet wants to do.
