The two leaders used authoritarian instruments such as the police or security apparatus to silence dissents. as a result millions of people disappeared and millions more were killed in kangaroo circumstances. It is Stalin who did more harm because he lasted more, anyway..
Both countries used propaganda to influence citizens' beliefs.
