"I am not a Virginian, but an American" symbolizes the fact that the First Continental Congress is a meeting where American colonists stop viewing themselves as members loyal to only their state. Rather, this quote indicates that a new national identity is forming.

 All of the colonies had their problems with the British government and their taxes. Now, for the first time, these colonies would come together as one against a common enemy (aka the British).
