The Emergency Medical Treatment and Labor Act (EMTALA) is a government law that requires anybody going to a crisis division to be settled and treated, paying little heed to their protection status or capacity to pay, yet since its institution in 1986 has remained an unfunded order. EMTALA's arrangements apply to all patients, not simply to Medicare patients.
