standard form is ax+by=c where a,b, and c are integers and a is usually positive

y-3=1/2(x+4)
multiply both sides by 2
2y-6=x+4
minus 2y both sides
-6=x-2y+4
minus 4 both sides
-10=x-2y
x-2y=-10

sometimes, pepole say
ax+by+c=0 is standard form
then it would be x-2y+10=0

x-2y=-10 or
x-2y+10=0, depends what form you consider 'standard'
