How did the Aztec need for victims for sacrifice lead to problems controlling the empire?

The great need for victims meant that the Aztecs needed to be at war constantly, because they could capture the victims of sacrifice during the war. This meant that they could not focus on a peaceful development of the empire, and faced a lot of opposition from other tribes.
