38<4x+3+7-3x===>Combine like terms
38<x+10====>Subtract 10 from both sides
38-10<x+10-10

1) Replace the < sign with an = sign
38 = 4x + 3 + 7 - 3x

2) Solve the algebra equation
38 = x + 3 + 7
38 = x + 10
28 = x
