(4/9)(x + 13) = 8
multiply both sides by (9/4)
(9/4)(4/9)(x + 13) = 8(9/4)
x + 13 = 8
subtract 13 from both sides
x = -5

1. Divide both sides by 4/9.
4/9 / 4/9 (x + 13)=8 / 4/9
 x + 13 = 18

2. Subtract 13.
x + 13 - 13 = 18 - 13
x= 5
