To protect new deal programs Roosevelt said he wanted to increase the number of judges on the Supreme Court. 
The main reason why Roosevelt wanted to increase the number of judges on the Supreme Court is to create a liberal majority. His thinking was that this majority would give him more support for his New Deal programs.
