what kind of process can create rogue waves?

Constructive interference due to the summation of various waves of different periods and or phases coming together at a certain moment and place. Although not rogue waves if you go to a beach and look at the surf for awhile you will notice that every so often there is an unusually large wave coming in demonstrating this process on a smaller scale.
