They're both proportional because everything's moving at a constant rate. Think of it this way: If a car travels for 50 miles per hour and the speed never changes, it's proportional. If that car at hour 1 traveled at 50mph and then at hour 2 traveled at 60mph, it would be nonproportional since the speed is increasing and changing.
