Answer:

Remove vegetation and little damage to the forest.

Explanation:

The town has to remove all vegetation that is present along the road in order to make road wider but the people of town has to make sure that limited damage has to be done to the forest and organisms that lives in that forest ecosystem. Avoid unnecessarily cutting of trees and and add that side of forest to the road which has no or less number of trees so that trees can be saved from harm.
