During the Napoleonic Era, Italy had been dominated by the French. Even after the fall of Napoleon, most of Italy remained under foreign control.

In 1858, the leader who sought the freedom of Italy, Cavour, signed a secret treaty with Napoleon III of France. This agreement was intended to protect France from Italian territory against possible invasions of Austria. In exchange for protection, France received the territories of Nice and Savoy.
