What makes Ohio being a state different from a country such as Japan which is also considered a state, is that Ohio is subject to laws from another entity.

Explanation: Ohio as a state is part of a bigger entity which is the country, The United States of America. Every state from the USA has its own unique laws and besides that, they also have to be ruled by the bigger laws of the country, the constitution of the USA. Unlike Japan, that is ruled by its own and unique laws, there is no other one that rules it.
