Equation for line is given by,

(y-y1) = ((y2-y1)/(x2-x1)) * (x-x1)

Hence, y-3 = ((-8-3)/(-8+10)) * (x+10)

y-3 = (-11/2) * (x+10)

2y-6 = -11x -110

11x + 2y + 104 = 0 is the equation of the line.

Hope it helps!
