one mile is equal to 5,280 ft
and 
one hour is  equal to 60 minutes
so

step 1
convert ft to miles

63,756/5,280=12.075 miles

step 2
convert minutes to hours
70/60=1.1667 hours

step 3
find the rate in miles/hours
12.075 miles/1.1667 hours=10.35 miles/hour

10.35 miles/hour
