Why do government agencies sometimes do things that appear to be counterproductive

NOTE: This is more biased, and more leaning in my opinion.

Government agencies sometimes do that due to the never ending society. Society's views on topics and such chance everyday, and to keep a good reputation and image. Those agencies have to move with them you can say. It is all about appealing to the majority, so they can be pleased.
