To simplify a fraction, for instance, it means to bring it down to the simplest form possible.
For example,

10000000/50000000

looks like a really big honkin' number, but when you simplify it, it turns out to be just 1/5.

To simplify something in math, it means to put that something into the best terms for that problem.

For example, if you are asked to simplify a fraction, that means that you need to put the fraction in to the lowest terms.
