[tex]-7 = -1 + \frac{x}{3} [/tex]

Multiply both sides by 3 :

[tex]-3*1 + 3* \frac{x}{3} = -3*7[/tex]

Refine:

[tex]x - 3 = -21[/tex]

[tex]x = - 21 + 3[/tex]

[tex]x = - 18[/tex]

hope this helps!.
