The two weather factors that are most important in determining the plant and animal populations that can exist in an area are temperature and precipitation. Take the arctic freezing areas for example: there are no plants that can survive due to the severe environment. Also, without rain, plants cannot grow. The herbivores thus cannot feed on anything, and the carnivores would have no prey to hunt for.
