Balance the eq'tn first

4 FeCl3 + 3 O2 = 2 Fe2O3 + 6 Cl2

Divide the moles to their coefficient

FeCl3: 4moles/4 = 1
O2: 4moles/3 = 1.33333333...

Smallest one is the limiting reagent = FeCl3
